Algae blooms that appear in the middle of the ocean most likely wouldn't get reported, as it isn't located near a civilization. In this case, the percentage would decrease, since the ratio would be off.

Conclusion:

There are many factors that are involved in this complicated problem. It is  also impossible for me to decide which had more algae blooms reported, also because it wasn't specified whether the question was asking for the number or the percentage.
