Benito Mussolini rose to power, and allied with Hitler in Nazi Germany. japan had sent thousands of soldiers to fight in the war, but never received any reparations for their efforts. these actions had caused both Italy and japan to side with Germany in WWII, forming the Axis Powers. although Britain and Italy never intended to cause the deep hatred leading towards WWII, they never made any attempt to bring peace, while America did.
