Since the question does specify what the reference was, I will be referring to different time periods. This question is a bit complicated, and I apologize in advance that this answer will most likely be very long.

There are many things that affect how often these blooms are reported. For example, when people still lived in close colonies, they covered less water mass than now (also because of the population differences). However back then, there probably wasn't as many algae blooms since the environment wasn't as contaminated.

1.) People are more likely to report these sightings when they don't know much on the subject - If you look in the past, humans have been trying to create a reason for everything. When there was a natural disaster, and  they didn't understand it, they said that the divine beings were angry. When people got lucky, they called it fate, or that they had the favor of the god/God/god(s). In the 1700s, the first algae bloom was reported. Of course, they didn't have enough information on the matter and tried to blame it on something. If they saw it again, they might take it as a bad omen and immediately report it. This would increase the percentage of blooms reported that happened around the civilization.

2.) There is a matter of population difference -  In the 1800s, there was approximately one billion people in the world. This population is nearly two times the population in 1700 CE (population: 600 million). Of course, seeing as people started to migrate / spread out across the land, there would be more rivers/bodies of water that are near a civilization. This means that they should, hypothetically, have a larger number of blooms reported. (Note that it is a larger number and not percentage)

3.) Environmental Contamination - As the population rapidly grows, there is a lot more inventions, experiments, technology, and development happening. This also means that the over populated cities such as London would have worse sanitary conditions. (This statement applies only to the before bacteria & other microorganisms were discovered.) Improper disposal of waste would ultimately lead to land and water contamination, which results in more algae blooms appearing. Trash could have also gone to the middle of the ocean. Algae blooms that appear in the middle of the ocean most likely wouldn't get reported, as it isn't located near a civilization. In this case, the percentage would decrease, since the ratio would be off.

Conclusion:

There are many factors that are involved in this complicated problem. It is  also impossible for me to decide which had more algae blooms reported, also because it wasn't specified whether the question was asking for the number or the percentage. Since I cannot properly answer this problem, I listed the major things to think about.
