They can bond over it for a bit and may even find a way to rebel (as seen in the second book). Like how people with common ground can come together, the Districts come together because of the games and how they are forced to fight in them. The same with the Capital, the Capital residents come together because of the games, giving money and items to their favorite triubutes, and betting on which one will win.
